The initial support for https in web-platform-tests [1] and wptrunner
[2] is now in review. I would particularly appreciate it if anyone who
is familiar with OpenSSL could look at those patches.

This will add an external dependency on OpenSSL to web-platform-tests in
order to generate certificates for the https server. I hope this is not
too burdensome, particularly on Windows.

The initial patch there only adds a https server. Adding wss support
should be trivial once https lands.
