Use of the target property in the ODRL Policy file

Dear TDMRep CG, 

Can you please have a look at https://github.com/w3c/tdm-reservation-protocol/issues/39 and add a comment if you are using multiple "permission" items with a "target" property? 

ODRL does not define this "target" in detail, which can lead to problems, so we're considering suppressing it from the next version of the final report and requiring a unique "permission" item in the Policy.
