Re: publishing updated WD's

Hi Wonsuk,

I have run out of time for publishing the drafts before TPAC ...

The API URI spec had broken links to the WhatWG DOM spec and and is
currently a Last Call WD. I would like to change the reference to the
W3C DOM spec and fix the links, and ask the WG for what to do about the
Last Call period.

Related problems apply to the other specs, and I will report at TPAC.
Nothing major, but sufficient to delay publication.
