Dave, Also ref [1] my comments to DAP on the liaison. I recommend that W3C coordinate the responses or clarify how the context of the different groups color the responses. For Sysapps, I think there should be less concern / more opportunity at least for a service-level approach to the objectives (e.g. "I want to access this resource with x QoS", or "I want all my requests for this session to be served over WiFi"), or (my preference) exposure of detailed network context and control options for appropriately-privileged apps (as presumably the privacy concerns of that info exposure is mitigated by the nature of installable web apps). Exposing these types of capabilities to the web platform will help ensure that it can achieve parity with native platforms. I would prefer that this also be possible in the browser context as otherwise browsers will remain second-class app environments, but maybe we have to start with the web-native environment thru Sysapps.
