I suppose it doesn’t support on Tizen. The thought of multiple running instances comes from the experience of playing application on Desktop PC.

On a small size screen and single window system, it do make sense only allowing singleton running mode,  then I am wondering whether System App WG takes traditional desktop application into consideration?
