I know it’s been a while since this group has had any activity! I would like to share what I’ve been working on, called “SyncMediaLite”, described in a set of documents that I just posted. Everything is on the group homepage, including an explainer, use cases, a spec (!), demos, and more:

It was important to me to get these ideas wrapped up. I think it’s pretty simple and promising, using WebVTT with a Selector payload, and easily implemented using TextTrackCues, CssHighlight and HTMLMediaElement playback. As someone who’s spent a lot of time writing various forms of talking book players, this, to me, is by far the easiest approach to synchronize text and audio.
I would also like to mention that the other detailed yet incomplete work on SMIL-based or SMIL-like solutions can be found at the link below. I do not have plans to work on these documents more myself.
