Hi, As much as I know there is no API available to annotate Web services with WSDL-S specifications. Anyhow, a Web services annotation tool can be downloaded from: http://www.iswc2006.semanticweb.org/projects/meteor-s/downloads/index.php?page=1 It can be used to annotate Web services with WSDL-S and SAWSDL specifications.
