Grounding improvements

Following up on the last telecon, the attached version of the 1.2
grounding encodes the rules on how to use owlsParameter,
xsltTransformationString, etc.
Nothing really new here, just formally specifying what was already in
the comments in Grounding.owl. All changes are below the definition of
WsdlMessageMap.
