For OWL-S tools I suggest to check out
www.semwebcentral.org
If you click on "Project List (by Category) you will find

OWL-S Editor, OWL-S API, OWL-S UDDI Matchmaker Client, OWL-S IDE, OWLSM
- An OWL-S Matcher, OWL-S Service Retrieval Test Collection, OWLS-MX
Semantic Web Service Matchmaker, Semantic Discovery Service, java2owl-s,
owl-s2uddi, wsdl2owl-s

Additionally, you can look for tools under
http://www.daml.org/services/owl-s/tools.html

You would have to check the web pages for each of the tool for
information on the version of OWL-S they use or contact the lead authors.
For the OWL-S Editor, we are using the latest stable version OWL-S 1.1
and will release a new version for the upcoming OWL-s 1.2 by the end of
this month or beginning of next month.

Best,
Grit Denker (on behalf of OWL-S Editor team at SRI International)
