Hi Dylon - That namespace URL isn't real, and it has never existed. It is only mentioned in the grounding documentation here: http://www.daml.org/services/owl-s/1.1/owl-s-wsdl.html and I assume that is where you found it. In there it is just "made up" for purposes of the examples, similarly to how many documents use "www.example.com" as a made-up namespace. Sorry if this has caused any confusion.
