Not a commercial tool, but an open source tool set developed with support from the UN. And try less than 5 years.

As of 2017 semantic web technologies are on the radar of the UN to help with ICT for Development solutions to tackle big data and data in general for the 17 Sustainable Development Goals (SDGS) and 169 targets set for 2030.

OK, so wow from the outset; you're talking about something I've never seen anyone make. I'm myself right in that field, mixing ux with semweb to create more encompassing systems, using core ontologies as an integration platform.
Now, I did start making a system for this a few years ago, now abandoned. All I have are bits and bobs of various tools and apps I've created for these purposes over time, however I think I'm the only person who can hack through that complex wilderness. I have one system that takes a text yaml file as input, and spits out various interesting graphs using graphviz and topic maps files you can use in other system like xsiteable or ontopia (which further can convert to the rdf world). I did plan to make a proper and possibly commercial tool of it one day, but life got in the way.
Anyway, if you come across anything, keep us in the loop; I think it's the true path into the future, it's just going to take the it world a decade or so more to find out. :)
