Portability report and regrets

A couple of us met on Wednesday to talk about portability.  We did not make
any decisions but just caught up on progress.
* Most notably, Ben shared https://emissary.dev/developers-migration with
us. This writeup has interesting proposals for startMigration and
endMigration, which could be included in LOLA to improve the UX
* We talked about OAuth in API and overall picture of security mechanisms
in Fediverse including HTTP-sig.
* we talked about the process for getting the doc adopted by the WG when
the WG gets formed

Regrets because I cannot make it today, taking a sick day.
