Keeping track of our task forces

Hey, all. We have a lot of current task forces -- I count somewhere 
around 10. I find it hard to keep track of the work of each task force 
and what its status is.

I've made a PR against the swicg/.github repo -- the text that shows 
when you go to https://github.com/swicg . It includes a table with a row 
for each task force, including its name, description, leads, status, and 
links to most relevant deliverables (usually a report).

There are probably other places we'd like to list this info.

I'd love to see comments and a merge if there is consensus.
