CFC: Two PRs to Social Web Working Group Charter

The W3C Technical Architecture Group (TAG) has asked for a few changes to
the charter we reached consensus on last month, so this is another Call for
Consensus to SWICG. The suggestions from TAG and some discussion around
this are here:

The scope of this CfC is whether we agree with adding the content of the
following two pull requests that Philippe Le Hégaret has made in response
to the TAG suggestions:

https://github.com/w3c/charter-drafts/pull/699 - adds the W3C DID WG, IETF
HTTP WG, IETF (broadly), and IndieWeb as groups that we will notify of
during review of specification changes. This is an understanding that we
will invite these groups to review Working Drafts. These groups don't have
any kind of implied power to hold things up, but if they choose to comment
on a Draft then the Working Group will take their comments into
consideration as we would any others. It's really about notifying these
groups proactively in case they have comments they would like to give.

https://github.com/w3c/charter-drafts/pull/700 - adds an "Other
Deliverables" section, stating that the Working Group may create
non-normative documents including but not limited to test suites,
implementation reports, and Explainers.
Of note, these PRs have been merged but we can revert them if consensus is
not reached.

This CFC will be open for 14 days from the send timestamp of this email. If
there are objections from the group, this is your chance to voice them.

If this passes consensus, there's a final review phase from W3C and we
should be chartered in late November.
