Issue 441 on the ActivityPub spec notes that there's an error in section 7.1.2 that suggests that objects, and not just activities, can be forwarded: https://github.com/w3c/activitypub/issues/441 To correct this, there is a proposed erratum: In section 7.1.2 "Forwarding from Inbox", the third relevance check says The server MUST only target the values of to, cc, and/or audience on the original object being forwarded. However, it's important to note that only activities, not any object, would be forwarded this way. One solution is to replace the word "object" with "activity" in the sentence so it reads The server MUST only target the values of to, cc, and/or audience on the original activity being forwarded. This is a call for consensus to add this to the Errata for ActivityPub and update the editor's draft accordingly.
