Proposing task forces for this community group

We had an issue come up on the ActivityPub issue tracker related to 
starting a new task force in the CG. I wasn't sure what to do with it, 
so I made a new issue in swicg/general:

I think it's great to discuss TFs in a longer, more participative way 
over time. Is opening a new issue on swicg/general the right way (or 
/one/ right way) to do it?
