I hope I'm not doing this wrong, I think it's been 20+ years since I've
responded to a mailing list. Just somewhat getting caught up with the
discussion.
This might be of use to you when trying to argue implementation methods for
annotations and their use-cases. It's basically what Anne Sturdivant
documented when going through what I'm assuming is a similar situation as
presented in the previous few email exchanges. Stuff like endnote vs
noteref vs footnote, etc.. All nicely cited/referenced to the appropriate
w3.org links at the end of the article:

Perhaps it'll help? If not then I must have missed a few emails somewhere
