Restarting the Community Group Charter discussion

Hi everyone,

Some weeks ago, more conversations sprang up about pursuing a possible
Working Group charter for some of our specs and notes.
Which of course brought up questions of - what will any future WG's
relationship be with the existing Social Web Community Group? One of the
challenges with the CG coordinating with any WGs is that our CG currently
does not have a charter.

So it's as good an excuse as any to restart the conversation about a CG
charter (because having one will be very useful regardless of any WG
conversation).

Based on discussions with W3C staff this week, the suggestion was to start
out with the basic template W3C CG charter, and go from there.
