CG Charter PRs and Issues

Hey all:

As per Friday's meeting (the minutes for which I can't seem to find!), the skeletal template for a CG Charter has been merged in, and I started 2 PRs to enter in two of the more spicy procedural things[^1]. I also opened three issues, one for each additional section I think we need to flesh out before we can ratify the charter-- maybe i'm missing a 4th and 5th? In any case, contributions of any kind would be appreciated. If you have never used GitHub or cannot contribute via GitHub for ideological or geographical reasons, feel free to reply privately and I'll do what I can to PR on your behalf.
