LOLA draft updated - same mechanisms, better words

There's certainly enough in this specification now for ActivityPub
implementers to consider the details of how an implementation of this spec
would work. I would love to know about those considerations and get the
reviews from implementers.  I'm also happy to discuss and introduce if that
helps facilitate a deeper review, just reach out!
