I set up a new repository specifically for the Extension Policy in the 
swicg namespace. The document is here:

I've looked over the deliverables documentation:

I believe any of our chairs is able to publish this draft report through 
the Web interface for community groups:

Given that we decided to do this at our last meeting, I think you should 
be able to just push the button.
