It might be better to say: the question is not whether anyone should use these terms in this context. They already do, millions of times per day. The question is whether we should require developers to include the Security Vocabulary context in every single ActivityPub actor object, or if we should make developers' work just a teeny bit easier by including these terms in the AS2 context directly. The whole point of including terms in our context document is to make things somewhat more convenient for ActivityPub developers.
