Agreed on the W3C membership, but not re IPR the way I read this: https://www.w3.org/community/about/

Also, the SWICG home page at https://www.w3.org/community/socialcg/ says:

> Anyone may join this Community Group. All participants in this group have signed the W3C Community Contributor License Agreement.


I would consider anybody joining a CG-hosted call to be a “participant” in the CG, no?
