I see what you're trying to do, but it does not have enough visual
impact for the reader (e.g. me) to get it straight away.


You need some clear link down from the UI - 

maybe changing the UI from a horizontal box into a shape which comes
down to each of the boxes in the layer cake ?

Maybe adding a background colour which links the UI box to the layers
below ?

Jeff,

I deliberately placed "Trust" Layer in such a way that you have a direct
pass (i.e. space) between "Applications & Services" and Interchange
Layer.
