Where (other than that SWD WG mail message) do you see
that reference to [1] with the trailing slash?

http://www.w3.org/TR/2005/WD-swbp-thesaurus-pubguide-20050517/
shows the Latest version uri without the trailing slash:

http://www.w3.org/TR/swbp-thesaurus-pubguide

and that URI works as you expected.

(Moral: don't invent trailing slashes :)
