Dear Jeremy Thank you for your comments [1,ISSUE-170]: 9) Suggest rephrasing S14 as "per language tag" rather than "per language": this appears to be the operational intent, and "per language" depends on a more thorough appreciation of the subtleties of 4646/4647 than is realistic in SemWeb systems.
