[SKOS] Issues Review [From Alistair]

Dear all,

[Alistair seems to have some mail problems, so I will shamelessly 
forward some pieces he has sent outside the list, as the action also 
involves me and it is important to have the information sent before the 
telecon]

I agree with these, because they can have important consequences on the 
SKOS vocabulary itself, as opposed to many issues of the list in [1] 
that regard the semantics of the vocabulary elements *once they have 
been chosen*.
