About the action

Initially, issue-54 ConceptSemantics [1] is formulated in a vague way:
> skos:Concept is currently declared as { skos:Concept rdf:type rdfs:Class . } ...
> is this ok? Is this enough? What about the OWL universe?
My preparation for Amsterdam F2F included two aspects [2]:
1. Giving semantics to skos:Concept
2. Bridging SKOS modelling with OWL modelling
With respect to the first point, section 3 of SKOS reference [3] gives
enough material, for instance:
- skos:Concept is an instance of owl:Class.
- there can be resources that are both skos:Concept and owl:Class
The problem is that we still lack material for the second point. The
above mentioned section 3 reads:
> For more information on recommended design patterns for working with
> SKOS in combination with OWL, see appendix D
> <http://www.w3.org/TR/skos-reference/#skos-owl-patterns>.
while appendix D [4] is not written yet.
However, appendix D refers to ISSUE-80 SKOS-OWL-Patterns [5], which has
been raised by alistair.
It seems indeed that the point 2 of ISSUE-54 mentioned above can be
treated in the context of ISSUE-80.
I therefore propose the WG to adopt the following resolution:
RESOLUTION: Section 3 of the SKOS reference is adopted as a partial
solution to ISSUE-54. ISSUE-54 is CLOSEd. ISSUE-80 is now OPENed
