skos:exactMatch should indeed be defined as a transitive property.  To
state that A is an exact match to B, and then state that B is a
realtedMatch to C, but A is not, is a contradiction. Either A is an
exact match to B or it is not.  If it is an exact match, the two are
equivalent in all relations.
