[SKOS] new editor's draft of the SKOS Primer

Hello,

As a reference for today's telecon, here is a new editor's draft of the 
SKOS Primer.

Note however that from an editorial perspective it is not as complete as 
what we would like:
- Ed might soon change the examples about platypus, if he finds 
inspiration for that;
- Tom has reviewed it and has minor editorial comments that could nicely 
enhance the current version.
