[SKOS] telling the skos:Concept story (was RE: [SKOS] Amsterdam topic "Concept semantics")

As related point, you may notice that in [2] and [3] I talk about the notion of a "SKOS Conceptual Resource". 

I think that, if we talk about the notion of a "SKOS Conceptual Resource", rather than simply talking about the notion of a "concept" or even "SKOS concept", then we stand a better chance of telling a good story and avoiding some confusion.

The problem with "concept" is that it is such a vague term, and already means different things to different people. If we instead say "SKOS Conceptual Resource" then we at least give ourselves and other people some precise terminology to use when discussing what this thing is, what it means (or doesn't mean), and how to use it in software. 

However, I don't want this idea to distract us from the formal semantics of skos:Concept, which is the main focus of the "Concept Semantics" topic at the f2f next week.
