I would dearly love to be able to get to Note status on the
Guidelines, if it is at all possible. We are asking to move
to WG Draft status during the telecon today and are prepared
to work hard and resolve reviewers' comments quickly.

Are the procedural requirements such that it is simply not
possible to get to Note status in the remaining six weeks?
If not, what timetable would we need to follow in order to
achieve this?
