If I might interject, I have reservations about the suggested OWL/RDF syntax, not because it is not natural, but because it is already legal and already therefore has a semantics. I think that, in spite of (or perhaps because of) the naturalness of simply adding the owl:valuesFrom triple, that it would be better to introduce a new term for the QCR case, perhaps owl:propertyValuesFrom, rather than re-use the older term with a change of meaning. The syntax you propose is not in fact an OWL extension, but an OWL alteration.
