Okay, this argument is getting bigger, not settling down, so this
isn't the place for it.
My understanding is the TAG is resolved on httpRange-14, although the
issues page is lagging. Norm talks about the situation here:

Personally, after years of vitriol, I'm happy to have a compromise
which seems to work in practice, even if it leaves a bad taste in some
people's mouths. I think I know where the design went wrong [1], but
even in 2002, I couldn't get the relevant working group to fix it, and
it would be vastly harder now. So here we are.
