[OEP] 2005 telecon schedule

The OEP task force will be having bi-weekly telecons starting Jan 20 and 
continuing on alternate weeks (the weeks we don't have an full WG 
telecon).  The telecon time is 19UT with the same telecon coordinates as 
teh SWBP telecon.
