HTML and XHTML are not machine readable formats in the required sense: no machine is required to read or in any way deal with the CONTENT expressed in these formats: that is all in the text on the screen that the human sees. So if we were to treat RDF the same way, this seems to require that any RDF processor should show its RDF to a human judge to ascertain the intended 'speech act' before deciding what to do with it. But the whole point of the SWeb, unless I missed something, was that software would do this without checking with human readers. Since the intention of any speech act are usually understood to extend to the direct consequences, this also requires that any RDF inference engine must do the same to any conclusions it draws. However, at this point (if not before) I doubt if many human beings would be competent to make the required judgements. I certainly wouldn't know how to do it. That makes speech acts into listening acts. Speech acts, kind of by their very nature, are acts by the SPEAKER, in this case by the publisher of the RDF, rather than acts by the listener (= client). Now, there are listening acts, of course: one can pay attention, ignore, refuse to accept, disagree with, etc., and any client is free to do any of these, of course. Nobody is suggesting limiting the freedom of the client to do what it wishes. But (nod to John here) SOME clients WANT to find out what speech act lay behind the publication of some content (if there was indeed one) and SOME content publishers WANT to make this clear to clients who want to know it.
