Drafting a Note on SVG accessibilty

Hi folks,

I started a github repository, and put in it what amounts to a little bit
of scribble about things that are good for accessibility.

I am missing pieces, and it's almost totally shapeless (just a handful of
headings and sometimes a line of explanation). But if there are things
people think should be in there, or not, we can start actually working on
it. If you don't want to work through git, feel free to send stuff to me.

Note that this is licensed under the "CLA" Community License Agreement
that covers W3C Community Groups. Please don't copy chunks of text from
somewhere else and put them in Pull Requests unless we have permission to
use it.
