The CSS WG decided that a few changes were necessary to the Candidate
Recommendation of "CSS Backgrounds and Borders Module Level 3" and thus
plans to publish a new working draft (Last Call), probably tomorrow:

     Title:
         CSS Backgrounds and Borders Module Level 3

     Abstract:
         CSS is a language for describing the rendering of structured
         documents (such as HTML and XML) on screen, on paper, in speech,
         etc. This draft contains the features of CSS level 3 relating to
         borders and backgrounds. It includes and extends the functionality
         of CSS level 2, which builds on CSS level 1. The main extensions
         compared to level 2 are borders consisting of images, boxes with
         multiple backgrounds, boxes with rounded corners and boxes with
         shadows.

The changes are explained in the specification itself (currently at
http://dev.w3.org/csswg/css-backgrounds/#changes) and include:

   - More permissive syntax for the values of 'background' and 'box-shadow'
   - Smooth transitions between the shapes of drop shadows
     ('box-shadow' property) when 'border-radius' goes from a small value
     to 0 (i.e., from a rounded to a sharp corner)
   - Moved the 'boxed-decoration-break' property to a different
     specification.

... and various clarifications.

The review period will be four weeks. Let us know if you need longer.

We'd like to especially ask the SVG WG for its comments.
