Adobe's CSS Regions proposal

Adobe has posted a proposal for CSS Regions, which lets text flow
through multiple regions on a page.  It also includes support for
exclusion regions.  We should look at this in the context of the SVG 1.2
WD flowText feature, and our stated desire at the F2F recently that we
should resurrect it in some form.
