What is the purpose of having a title on an SVG? As far as I can tell, you
won't get a tooltip from a title on an SVG tag, so why not have a desc
instead. Also why both?

Subject: CfC on good practices for images
Hi,
thinking about the images we have, there are a handful of things I think we
should propose for all images:
1. Have a top-level title element
2. Have a top-level desc element
3. Don't have redundant markup if it doesn't serve an explicit, agreed
accessibility purpose
If any images fails to meet these 3 "requirements" I think it is reasonable
to list that as an issue, or propose a Pull Request to fix it.
I also propose that we allow requests that add an id attribute anywhere
anyone thinks it would be useful.
If people disagree with any of these points, please explain why. Otherwise
I expect to update the readme in the repo after next week's call, and to
start making changes in line with these principles at the same time...
