Accessibility appendix in the SVG2 spec.

I am going to gut this section as it is older than dirt.

What I will be highlighting is the SVG2 accessibility features
- tabindex keyboard support including the new script interfaces .focus(),
etc.
- WAI-ARIA support
- SVG features thave have been around for some time: <title> <desc>

I would like to wait until we have public working drafts of other specs.
What we will have is:

- ARIA 1.1 http://www.w3.org/TR/wai-aria-1.1/
- SVG2 Accessibility API Mapping Specification

What we will need is as a minimum:
- The ARIA graphics accessibility model
- Authoring practices for SVG2.

Doug: Where will the authoring practices be published Doug and who wants to
