Green Mode Design 2

Hello everyone, the second instalment of my Green Mode Design series is now

I focus on implementation here, descending in granularity from the first
concept piece. I also try to map the landscape and opportunities across 4
stakeholders: consumers, devs, browser vendors, and standards and specs
bodies.
