Converting the spec to Bikeshed, moving discussion to GitHub

Hi all,

In recent days there's been some fixes to
https://w3c.github.io/speech-api/webspeechapi.html, and to make further
changes easier I have converted the spec to Bikeshed and set up auto-deploy
for that:
https://github.com/w3c/speech-api/pull/15

Careful review of the output would be appreciated. Because I let the deploy
run once, it's already here:
https://w3c.github.io/speech-api/

I would also like to suggest that instead of directing feedback to this
list, the spec itself should ask for issues to be filed and discussed on
GitHub. This is because there has been very little activity on
https://lists.w3.org/Archives/Public/public-speech-api/, and when there
have been questions, they haven't been answer recently.

TLDR: Do all work on GitHub.

Any concerns with all of that?
