Updated Web Speech API Specification to include Errata

I've posted an updated draft of the Web Speech API Specification at [1]

This represents the latest specification. It contains the Web Speech API
Specification published on 19 October 2012 [2] with all of the subsequent
errata [3] applied. (The errata contains several normative corrections.)

There are no new changes here, it's just a combination of the specification
+ errata. However it's now easier to read because it's now all in
one place.
