Potential errata being discussed in our Speech API bugzilla database

Reminder, there are several issues being actively discussed in our Speech
API bugzilla database [1]. I encourage you to read and provide feedback.
 (If you wish to receive email when a particular issue is updated, add
yourself as a cc.)

Four of these issues appear to be nearing resolution, with proposed
specific errata wording.  If there's no disagreement, I'll add them to the
errata page [2] on November 6.

21272: Rename SpeechRecognitionError to SpeechRecognitionErrorEvent
21772: Clarify the order of the events
23559: Clarify recognition when not in focus
23617: Fix misspellings of hierarchy
