Default value of SpeechRecognition.grammars

Hi all,

The spec draft currently doesn't say what the default value of
SpeechRecognition.grammars should be.

I think it should default to null, and that we should add text saying
that if the grammars attribute is null, that means the speech engine
should use its default grammar for the language.
