New WG

In our search for a new home, it sounds like the general consensus is to form a new working group.  Does anyone object to such a move?  If so, which existing group would you prefer.

Assuming no objections, one of the decisions we'll need to make is naming.  I suggest we call the group "HTML Speech".  Alternate suggestions?
