RDF-star working group - naming and setup to allow new features

The RDF-star working group [1] will be updating many of the RDF and 
SPARQL recommendations. While doing this, the documents will be 
converted to the current W3C format (ReSpec) and errata applied.

The group will be publishing these documents as "RDF 1.2" and "SPARQL 1.2".

That's a different "SPARQL 1.2" to this community group.

We suggest referring to the community group as "SPARQL-dev".

We're investigating with W3C whether renaming the CG is practical. We 
don't want to lose all the suggestions and discussions the community has 
accumulated here.


The RDF-star working group is also chartered to set up the process to 
allow new features in these recommendations beyond the timeline of the 
working group. This is the "living standards" process that W3C now 
supports [2].
