Chair election - finalizing list of eligible voters (next 2 weeks)

Based on agreement from our last meeting

We are moving forward with chair elections. You can find all required snapshots in:
https://github.com/w3c-cg/solid/tree/main/elections/2025

Affiliations can designate specific voting representative. Inrupt has just done it,
you can use Aaron's PR as an example:
https://github.com/w3c-cg/solid/pull/41

Otherwise the list includes default representatives.

Unless something unexpected comes up, this process will end in 2 weeks 2025-12-11 24:00UTC
The day after that a 2 week voting period will start, I will provide all needed details in the email announcing it.

This has already been a rocky ride, I would appreciate if we try to keep it simple and moving forward.
Given upcoming holidays I would expect that we will be able to conclude this process sometimes in early January 🤞
