OpenSTV documentation [2] says: "You don't need to rank all of the candidates on each ballot, but you cannot skip rankings and you cannot give two or more candidates the same ranking.” (Some STV systems allow skipped rankings and duplicate rankings, but OpenSTV does not.) An example of a ballot that skips rankings would be “1 2 4 5 Unranked”. What’s missing is “3” and OpenSTV considers this an invalid ballot. Duplicate rankings are not possible in practice because we are using WBS to collect ballots and WBS considers duplicates an error (and won’t let you register such a vote). However, WBS does not (currently) prevent voters from skipping rankings. To be sure your vote counts, please be sure not to skip any rankings. You can update your vote (and ensure that it does not include skipped rankings) at any time before the close of the election by returning to the election form [3].
